The Notice of Proposed Rulemaking address the issue of access to emergency services of the two Internet-based forms of Telecommunications Relay Service (TARS), namely Video Relay Service (VR S) and Internet Protocol (VIP) Relay. The Further Notice of Proposed Rulemaking addresses the misuse of the two Internet-based forms of TARS--VIP Relay and VR S, and seeks comment on possible changes to the TARS regulations to curtail their misuse. The Commission is revising this information collection to consolidate collection 3060-1091 into 3060-1089.
