Although at this time 3060-1089 and 3060-1091 are only seeking comment on how to best support interoperability and emergency services through the two Internet based forms of Telecommunications Relay Service (TRS), the similarities of the two collections require a reassessment after the close of the comment period. Due to the number of common respondents and the relationship between the information being collected, if the FCC chooses to require service providers to collect and maintain the information mentioned in these collections, the FCC must strongly consider minimizing burden on service providers by combining the proposed collection requirements of 3060-1089 and 3060-1091.
Since the proposed information collection would require service providers to collect personally identifiable information from TRS customers, please additionally seek comment on the following items on both 3060-1089 and 3060-1091:
1. What types of privacy controls should be required to protect user registration information.
2. Whether IP Relay and VRS providers should be required to implement regulation Federal government privacy controls.
FCC should report back to OMB on their assessment of these two collections by 10/2007 (or prior to beginning any data collection, if data collection is scheduled to begin before 10/2007).

The Notice of Proposed Rulemaking address the issue of access to emergency services of the two Internet-based forms of Telecommunications Relay Service (TRS), namely Video Relay Service (VRS) and Internet Protocol (IP) Relay. The Further Notice of Proposed Rulemaking addresses the misuse of the two Internet-based forms of TRS--IP Relay and VRS, and seeks comment on possible changs to the TRS regulations to curtail their misuse.
