Abstract: Section 10(e) of the Federal Power Act authorizes the Commission to collect annual charges from hydropower licensees for, among other things, the cost of administering Part I of the FPA and for use of administering the costs of United States dams. In addition, the Omnibus Budget Reconciliation Act of 1986 authorizes the Commission to "assess and collect fees and annual charges in any fiscal year in amounts equal to all of the costs incurred by the Commission in that fiscal year. Part 11 of the Commission's regulations provides the manner in which licensees are charged for such costs. Annual charges are based on the actual costs of the government. This ICR pertains to the existing annual kilowatt generating report that licensees and exemptees must submit to the Commission, and to two additional IC activities that have been in use without a control number: (1) Application of State and municipal licensees and exemptees for total or partial exemption from annual charges; and (2) Appeals and rehearing of billing for annual charges.
