Terms of Clearance: During this review, HUD increased its burden estimate, monetized the burden, and clarified its sampling frame. HUD now estimates all surveys take 10 minutes; web and mail surveys previously were estimated at 5 minutes and telephone surveys at 9.5 minutes. HUD shall display a detailed public burden statement on all its instruments.

Abstract: This survey provides HUD with a fast, inexpensive way to estimate Section 8 Fair Market Rents (FMRs) in areas not covered by the American Community Survey annual reports and in areas where FMRs are believed to be incorrect. The Department has used this random digit dialing (RDD) survey methodology for 15 years, as recently improved to offset low response rates. The affected public would be those renters surveyed and Section 8 voucher holders.

Short Statement: HUD reported a decrease in the number of responses as a result of a smaller sampling frame. HUD reported an increase in time burden as a result of its revised estimate of the time needed to complete the three surveys. HUD now estimates all surveys take 10 minutes; web and mail surveys previously were estimated at 5 minutes and telephone surveys at 9.5 minutes.
