Abstract: This survey provides HUD with a fast, inexpensive way to estimate Section 8 Fair Market Rents (FMRs) in areas not covered by the American Community Survey annual reports and in areas where FMRs are believed to be incorrect. The Department has used this random digit dialing (RDD) survey methodology for 15 years, as recently improved to offset low response rates. The affected public would be those renters surveyed and Section 8 voucher holders.

Short Statement: The response burden estimates are based on 4 area surveys. The time spent for both screening out respondents and administering the survey have increase. The screen–out time increased just a little, from 1.70 minutes to 1.74 minutes. However, this is offset by the significant reduction in the number of respondents contacted, which decreased from an average of 7,641 per survey area to 3,086 per survey areas.
