The National Emission Standards for Hazardous Air Pollutants (NESHAP) for Perchloroethylene Dry Cleaning Facilities (40 CFR part 60, subpart M) were proposed on December 9, 1991 and promulgated on September 22, 1993. In 2005, EPA reviewed the standards under sections 112(d)(6) and 112(f) of the Clean Air Act and proposed to supplement the existing monitoring requirements with monthly leak detection using handheld instruments. The Agency will finalize amendments to this NESHAP on July 13, 2006. This supporting statement addresses only the additional recordkeeping and reporting requirements associated with the 2006 final revisions. This "Nonmaterial or Nonsubstantive Change to a Currently Approved Collection" serves to transfer the burden currently approved under OMB Control Number 2060-0595 to this ICR as per the Terms of Clearance issued by OMB in the approval for 2060-0595.
