The reported burden hours are less in this submission for three reasons: 1) OCSE had inaccurately included Federal agency burden hours in the previous submission. 2) The burden time for a manual report by an employer was re-determined and reduced from 2.5 minutes to 1.5 minutes based on experiments of sending a one-page fax or mailing one piece of paper. 3) The burden time for data entry clerks at the SDNH was re-determined and reduced from four minutes to one minute based on information received from States on actual time that it takes a clerk to enter a New Hire Report. 4) The methodology for computing cost was incorrect for the previous submission.
