Abstract: Amendment 2 to the Monkfish Fishery Management Plan (FMP) revises the Northeast Region Permit Family of Forms. Measures in Amendment 2 include the establishment of an Offshore Fishery Program and modification of the limited access permit moratorium for vessels fishing south of 38o20 N. latitude. Inclusion of the Atlantic scallop ownership form is a further revision to the Northeast Region Permit Family of Forms necessary to ensure that the regulatory permitting requirement that vessel owners have no more than a 5 percent interest in more than one limited access scallop vessel is enforceable.
