Approved consistent with ED's memos to OMB of 7/8/99 and 7/9/99. In addition, the following terms apply: (1) OMB commends ED on its efforts to move away from the private network TIV WAN to a web based network. (2) Consistent with the 7/8 memo, ED will implement a TIV WAN enrollment website with an electronic signature alternative no later than 12/31/99. (3) By the next submission of this package for clearance, ED will implement the D-U-N-S as the single numeric insititution identifier for the SAIG enrollment form. If ED cannot implement by this time, ED will include a strategy with specific timeframes for implementing the D-U-N-S.
