The FCC is making several modifications to the FCC-457 Universal Service Worksheet. These changes are approved. The FCC also has permission, pending release of an Order, to delete line 35 (Inside Wire Maintenance Revenues). The FCC shall ensure that adequate notice is given to filers regarding the correct version of the FCC-457 to use. FCC has permission not to use an expiration date. The FCC shall also ensure that carriers below the de minimis threshold are notified regarding their obligations. The FCC shall also work with the Administrator to adopt wider electronic filing.

Section 54.703 requires all telecommunications carriers providing interstate telecommunications services, providers of interstate telecommunications that offer services to others for a fee, and pay telephone providers to contribute to universal service support mechanisms. Contributors must file the Universal Service worksheet semiannually. The Commission recently revised the worksheet to, among other things, make explicit that contributors must report revenues derived from presubscribed interexchange carrier charges. The information is used to calculate contributions to universal support mechanism.
