Abstract: The fishery management plan for Black Sea bass proposes comprehensive management measures to prevent overfishing. One of these measures is to extend existing requirements for other fisheries to the Black Sea bass fishery, including requirements for limited entry permits for vessels, dealer permits, and vessel operator permits.
