Abstract: The U.S. groundfish industry in the northwest is contacted up to twice yearly to determine its intent and capacity to utilize certain groundfish species. This information is needed to apportion groundfish quotas: 1) first the domestic industry and secondly to foreign operations; and 2) within the domestic groundfish industry as required by the Magnuson Fishery Conservation and Management Act and the Pacific Coast Groundfish Fishery Management Plan.
