Abstract: To carry out the legislative requirements of the Federal Power Act, Section 10(f), which directs the Commission to determine the benefits that have been received by downstream parties from the operation of storage reservoir(s) or other headwater improvement(s), and to assess the downstream beneficiaries for a part of the annual charges for interest, maintenance, and depreciation.
