Abstract: TO CARRY OUT THE LEGISLATIVE REQUIREMENTS OF SECTION 10(F) OF THE FPA WHICH DIRECTS THE COMMISSION TO DETERMINE THE BENEFITS THAT HAVE BEEN RECEIVED BY DOWNSTREAM PARTIES FROM THE OPERATION OF STORAGE RESERVOIR OR OTHER HEADWATER IMPROVEMENTS, AND TO ASSESS THE DOWNSTREA BENEFICIARIES FOR A PART OF THE ANNUAL CHARGES FOR INTEREST, MAINTENANCE AND DEPRECIATION OF THE HEADWATER PROJECT.
