Abstract: THE NOTICE OF PROPOSED RULEMAKING (RM85-6-000) PROPOSES TO CLARIFY THE COMMISSION'S REGULATIONS CONCERNING COMPLIANCE WITH SECTION 401 OF THE CLEAN WATER ACT DEALING WITH WATER QUALITY CERTIFICATION. IN PARTICULA THE PROPOSED RULE ADDRESSES THE PERIOD OF TIME WHITHIN WHICH THE CERTIFYING AGENCY MUST TAKE ACTION ON APPLICATIONS FOR WATER QUALITY CERTIFICATION.
