Abstract: THE REGULATORY CHANGES AFFECTING THE NATURAL GAS PIPELINE INDUSTRY PROPOSED IN DOCKET NO. RM85-1-000 (REGULATION OF NATURAL GAS PIPELINES AFTER PARTIAL WELLHEAD DECONTROL) ARE NECESSARY TO ENSURE THAT THE NATURAL GAS MARKETS ARE VIABLY AND SUFFICIENTLY COMPETITIVE SO THAT CONSUMERS ARE PROVIDED NATURAL GAS AT THE LOWEST REASONABLE RATES CONSISTENT WITH RELIABLE, LONG-TERM SERVICE.
