TH STATE PLANS WILL BE USED TO IDENTIFY AND MONITOR WHETHER STATE PRACTIC IS CONSISTENT WITH THESE REGULATIONS. THE AFFECTED PUBLIC IS COMPRISE OF 54 STATE JURISDICTIONS.
