Abstract: HEADWATER BENEFITS SITUATION EXISTS WHEN A NON-FEDERAL HYDRO PLANT IS DOWNSTREAM FROM A FEDERAL OR FEDERALLY LICENSED HEADWATER RESERVOIR (63 RIVER BASINS ARE INVOLVED). ALL UPSTREAM AND DOWNSTREAM PARTIES MUST FILE TO ENABLE THE FERC TO DETERMINE BENEFITS AND PAYMENTS MADE.
