In connection with shortening the standard settlement cycle for most securities transactions, the Commission has adopted new rule 17 CFR 240.17Ad-27 (“Rule 17Ad-27”) under the Exchange Act. Rule 17Ad-27 will require a clearing agency that is a central matching service provider to establish policies and procedures reasonably designed to facilitate straight-through processing and to file an annual report regarding progress with respect to straight-through processing.
