Title VI of the Clean Air Act Amendments of 1990 (the Act) provides authority to phase out the use of ozone-depleting substances (ODS) consistent with the obligations under the Montreal Protocol on Substances that Deplete the Ozone Layer. In addition, Title VI includes complementary measures. Section 612 of the Act requires the U.S. Environmental Protection Agency (EPA) to develop a program for evaluating alternatives to ozone-depleting substances. This program is known as the Significant New Alternatives Policy (SNAP) program.
