The National Oceanic & Atmospheric Administration is submitting this non-substantive change request in order to bring the demographic questions in line with the OPM issued memorandum titled, "Initial Guidance Regarding President Trump’s Executive Order Defending Women. The only changes were to the questions on the Pacific Coast Groundfish Fishery Rationalization Social Study survey regarding an individual’s sex (A1) and updating the race/ethnicity (now A4) to ensure compliance with SPD-15. There are no other changes to this collection and these changes do not affect the burden to the public.
