The information requirements are necessary for the proper administration and enforcement of the program on safety of commercial vessels as it affects small passenger vessels. The requirements affect small passenger vessels (under 100 gross tons) that carry more than 6 passengers. 46 U.S.C. 3305, 3306 and 3502 are3 the statutory authorities for this collection.
US Code:
46 USC 3305
Name of Law: Scope and standards of inspection
US Code:
46 USC 3306
Name of Law: Regulations
US Code:
46 USC 3502
Name of Law: List or count of passengers
The change in burden is a PROGRAM CHANGE due to the SPV-FS IR (1625-AC69). This interim rule adds additional fire safety requirements for small passenger vessels, including fire detection and suppression systems, avenues of escape, egress drills, crew firefighting training, watchmen monitoring devices, and the handling of flammable items such as rechargeable batteries. The reporting and recordkeeping requirements, and methodology for calculating burden, remain unchanged.
