The data collected on Forms G-28 and G-28I are used by DHS to determine eligibility of the individual to appear as a representative. Form G-28 is used by attorneys admitted to practice in the United States and accredited representatives of charitable organizations recognized by the Board of Immigration Appeals. Form G-28I is used by attorneys admitted to the practice of law in countries other than the United States and only with matters filed in DHS offices outside the geographical confines of the United States.

There is a decrease in the total estimated annual hour burden to respondents for this collection of information as a result of this action. The decrease is due to removing the data fields and evidence for the paralegals. USCIS has provided a synopsis of the edits associated with the processes to the information collection within the paper filing instrument Table of Changes (TOC) and the online filing instrument Copy Deck TOC for Form G-28. The reduction in information collected decreases the time burden per respondent for the Form G-28 paper filing instrument from 0.940 hours to 0.833 hours and online filing instrument from 0.783 hours to 0.667 hours. The were no changes to the Form G-28I paper filing instrument or the time burden as a result of this action. Noting that an administrative update was made to Form G-28I to correct the time burden shown on the Instructions to the currently approved average burden per response on the paper form.
There is no change in the estimated annual cost burden to respondents for this collection of information.
