The Federal Trade Commission seeks renewed OMB clearance for the information collection provisions implementing the provisions of the Used Car Trade Regulation Rule, 16 CFR Part 455. The Used Car Rule requires dealers to display on used cars offered for sale a window sticker called a “Buyers Guide” containing warranty and other information. The Rule also requires Spanish language versions of the Buyers Guide when dealers conduct sales in Spanish.
There are no program changes. The estimated number of dealers has increased from the previously cleared estimate of 46,525 to 47,057, while estimated number of used cars sold annually have decreased from 40,807,000 to 38,600,000. Together, these have generated revised estimates for burden hours, labor costs, and non-labor costs. For example, the annual burden hours decreased from 3,338,568 to 3,169,569. The annual labor costs have increased from $62,598,150 to $69,286,778. The annual non-labor costs have increased from $12,242,100 to $19,300,000.
