Abstract: The New Source Performance Standards (NSPS) for Primary Emissions from Basic Oxygen Process Furnaces (Subpart N) apply to each basic oxygen process furnace (BOPF) in an iron and steel plant that commenced construction, modification, or reconstruction after the date of proposal. These standards were merged with Standards of Performance for Secondary Emissions from Basic Oxygen Process Steelmaking Facilities (Subpart Na). Subpart Na is applicable to any top blown BOPF, and hot metal transfer station or skimming stations used with bottom-blown or top-blown BOPFs for which construction, reconstruction, or modification commenced after January 20, 1983. In general, all NSPS standards require initial notifications, performance tests, and periodic reports by the owners/operators of the affected facilities. They are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. These notifications, reports, and records are essential in determining compliance with 40 CFR Part 60, Subparts N and Na.

Short Statement: The decrease in burden from the most recently approved ICR is an adjustment due to a decrease in the number of sources. The previous ICR included sources that were constructed, reconstructed, or modified before the date of promulgation of Subpart N. These sources have been removed from the burden and cost calculations of this renewal. Additionally, the Capital/Startup and O&M costs have decreased due to the decrease in number of sources.
