Abstract: The National Apprenticeship Act (NAA) of 1937, (29 U.S.C. 50), authorizes the Secretary of Labor (Secretary) to “formulate and promote the furtherance of labor standards necessary to safeguard the welfare of apprentices.” The NAA can be accessed on the Department’s website at: https://www.apprenticeship.gov/about-us/legislation-regulations-guidance. The current regulations governing labor standards for the registration of apprenticeship programs (set forth at Title 29 Code of Federal Regulations (CFR) part 29, (Registered Apprenticeship Programs)) and Equal Employment Opportunity (EEO) in Apprenticeship (set forth at Title 29 CFR part 30) are intended to provide for more uniform training of apprentices and to promote equal opportunity in apprenticeship. In the NPRM associated with this ICR, the Department is proposing updates to 29 CFR part 29 and with conforming or technical adjustments to 29 CFR part 30.

The Department notes that OMB Control No. 1205-0223 does currently address many of the requirements associated with the proposed rule. Upon finalization of the proposed rule, the Department will discontinue the currently approved OMB Control No. 1205-0223.
