Short Statement: The change in burden estimation from 2020 is due to changes in contract data, giving rise to a change in the number of respondents, and an increase in labor costs. In particular, labor costs per hour were updated to reflect the OPM GS Schedule for the rest of the U.S. with locality, base hourly rates for 2023, plus the 36.25% civilian personnel full fringe benefit rate from OMB Memo M-08-13, rounded to the nearest dollar.
