Short Statement: This ICR is for a new collection associated with the proposed rule, NSPS for Volatile Organic Liquid Storage Vessels (40 CFR Part 60, Subpart Kc). This proposed rule includes inspection requirements for IFR and EFR storage vessels; monitoring requirements for closed vent systems; and electronic submittal of notifications, semiannual reports, performance tests, and performance evaluations. Burden estimates include review of the rule requirements, review of electronic reporting forms, and development of recordkeeping processes to ensure data needed to complete the reporting forms are collected in the proper format. Burden estimates also account for semiannual reporting requirements.
