Protocol determination status for the Rapid Surveys System in the Division of
Health Interview Statistics

This memo is submitted to inform you that the Rapid Surveys System (RSS), housed in the Division
of Health Interview Statistics, is excluded from the Common Rule. It does not meet the definition of
research as noted in 45 CFR 46.102. It is classified as surveillance, and the NCHS Practices and
Procedures for the Protection of Human Subjects apply. A full RSS package is currently scheduled to
be submitted to the NCHS Ethics Review Board for review at the April 2023 meeting.
