Per 27 CFR 555.128, when an explosive materials business or operation is discontinued, the records must be delivered within 30 days following the business or operations discontinuance to the ATF Out of Business Records Center, 244 Needy Road, Martinsburg, WV 25405.
Due to an increase in the number of Federal Explosive Licensee’s (FEL) going out of business, the respondents to this IC has risen from 249 in 2019 to 538 in 2021. The change in respondents has also contributed to a rise in public burden hours from 125 to 269 between 2019 and 2021, as well as a higher cost burden, which has grown from $12,304 in 2019 to $82,852 in 2021, increase of $70,548.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
