Abstract: The Commission requires carriers with high-cost support to test their networks for compliance with the Commission's requirements for speed and latency. This collection addresses those requirements for testing speed and latency to ensure that carriers are meeting the public interest obligations associated with their receipt of high-cost universal service support.

The total number of respondents increased from 1,277 to 1,677 (+400), and accordingly the total annual responses increased from 3,195 to 4,196 (+1,001), and the total annual burden hours increased from 120,158 to 164,526 (+44,368). There are no program changes.
