Regulations promulgated at 36 CFR 7.13(l) establish a management framework that allows the public to experience the unique winter resources and values at Yellowstone National Park. These regulations include provisions that allow greater flexibility for commercial tour operators, provide mechanisms to make the park cleaner and quieter than what has been allowed during the previous four winter seasons, reward oversnow vehicle innovations and technologies, and allow increases in visitation. They also require snowmobiles and snowcoaches operating in the park to meet air and sound emission requirements and be accompanied by a guide. In addition, commercial OSV operators are also required to provide a monthly use report and maintain certain records.

Our previously approved information collection identified three information collections. The previously approved submission combined the responses and burden for Snowcoaches and Snowmobiles (n=14). The modifications separates the respondents by category which creates a new IC: Snowmobiles - Meet Emission/Sound Standards. In the previously approved information collection, we did not account for the quarterly submissions of Form 10-650 - Transportation Events Report and Recordkeeping. This correction caused a net increase of 23 responses response and 46 extra burden hours. Tables 15.1 (below) summarize the updated information collections and respondent burdens for the existing collections that constitute the program changes.
