Abstract: The rules and regulations contained in 47 CFR Part 1 Subpart J provide complaint and enforcement procedures to ensure that telecommunications carriers, cable system operators, and local exchange carriers have nondiscriminatory access to utility poles, ducts, conduits, and rights-of-way on rates, terms and conditions that are just and reasonable.

Short Statement: The Commission is reporting a program change in the total number of annual responses and annual burden hours in this collection. The total number of annual responses decreased slightly from 1,791 to 1,760, while the total number of annual burden hours decreased from 3,149 to 2,759 and the total annual costs decreased from $486,000 to $15,000. These decreases result from several shifts, including revisions based on the prior three years of experience with the collection as well as removing hours exempt from PRA reporting. In particular, the FCC adjusted downward collection hours to eliminate hours associated only with information gathering occurring after an individual case is established or for general rules that do not require an information collection with us. For this reason, we excluded such hours from the burden estimates.
