Abstract: VA Form 28-1902w, Veteran Readiness and Employment (VR&E) Questionnaire (Chapter 31, Title 38 U.S. Code) is used by VA Vocational Rehabilitation Counselors (VRC) to gather the necessary information to determine entitlement during the initial evaluation process. Without this information, determination of entitlement to the maximum benefit to include counseling, education, and/or rehabilitation program may not be granted under 38 U.S.C. 3102, 38 U.S.C.3106 and 38 U.S.C. 501(a).

Short Statement: The respondent burden has increased. The program has seen a steady influx of claimants applying for benefits since this form was last approved. The increase may be attributed to the following: placement of counselors on military installations and college campuses across the Nation to provide outreach and rehabilitation services to Service members and Veterans; the use of Tele-counseling has allowed for greater access to the program; and the increased use of online marketing to include email, social media and outreach events.
