Short Statement: In connection with the Global Asylum rule, DHS USCIS and DOJ propose to make changes to the I-589 form and instructions, including: • Revising questions related to harm or mistreatment, prior applications for refugee status or for asylum and withholding of removal, and adverse discretionary factors related to asylum eligibility. • Revising instructions related to asylum and withholding of removal eligibility, consequences associated with filing frivolous applications, confidentiality, and adverse discretionary factors related to asylum eligibility.
