A Message from the Director, U.S. Census Bureau
To Whom It May Concern:

In the coming weeks, an interviewer from the Census Bureau will be visiting you and residents of your
building(s) or complex as part of the 2020 Census. The decennial census counts everyone in the
United States, including Puerto Rico. Results from the 2020 Census will be used to distribute federal
funds to local communities for schools, roads, and services. The enclosed information sheet has more
details about why the census is important.
We are writing to request your help with the 2020 Census. Your assistance will allow us to work
efficiently and limit disruptions to residents.
● Please be prepared to tell the Census Bureau interviewer which units in your building(s) or
complex you knew to be vacant as of April 1, 2020, as well as why those units were vacant (not
rented, occupied only seasonally, etc.).

● Please allow the Census Bureau interviewer access to your building(s) to knock on the doors of
the remaining occupied units from which we have not yet received a response, so that he or she
may attempt to speak with the residents of those units.

We estimate that it will take you about 10 minutes to help us account for these vacant units, though it
may vary depending on the number of units for which you are responsible. We expect that interviews
with residents will also take about 10 minutes each.
Residents can respond online at XXXX.XXXX.gov using the Census ID from their mailed materials,
or by mailing back a completed 2020 Census questionnaire. If residents need help completing their
2020 Census questionnaire, they can call our toll-free number 1–844–418–2020.

How will I identify a Census Bureau interviewer?

The goal of the census is to count every person living in the United States once, only
once and in the right place. Article I, Section 2 of the U.S. Constitution mandates that
this population and housing count occur every 10 years. Census data guide how more
than $675 billion in federal funding is distributed to states and communities each year.

An interviewer from the Census Bureau will identify him or herself and show you a
badge when meeting with you. Interviewers will provide the phone number of their
area census office upon request. Interviewers will never ask for Social Security
numbers or banking information.

What will I need to provide?

What is the 2020 Census?

Census Bureau interviewers will ask multiunit managers to provide the following:

● Occupancy status of units in your complex, particularly which units were known
to be vacant as of April 1, 2020.

● The reason that each unoccupied unit was vacant as of April 1, 2020. Reasons
for vacancy include: vacant for rent, rented but not occupied, for sale only, sold
but not occupied, unit is occupied seasonally or for recreational purposes only,
unit is for occupancy for migrant workers, and other.

● Entry to buildings of occupied units either in person or through access codes.
How long will this interview take?

The Census Bureau estimates that completing the questionnaire will take 10 minutes
on average.

The Census Bureau is required by law to protect this information (Title 13, U.S. Code,
Section 9). The Census Bureau is not permitted to publicly release your responses in
a way that could identify anyone. We are conducting the 2020 Census under the
authority of Title 13, U.S. Code, Sections 141, 193, 221 and 223. By law, the Census
Bureau can only use responses to produce statistics. Per the Federal Cybersecurity
Enhancement Act of 2015, data are protected from cybersecurity risks through
screening of the systems that transmit data. All web data submissions are encrypted
in order to protect your privacy.
Title 13 of the U.S. Code protects the confidentiality of all this information. Violating
the confidentiality of a respondent is a federal crime with serious penalties, including
a federal prison sentence of up to five years, a fine of up to $250,000, or both. Only
authorized individuals have access to the stored data, and the information provided to
the Census Bureau may only be used by a restricted number of authorized
individuals who are sworn for life to protect the confidentiality of individual responses.

What do building residents need to know?

Our interviewers will attempt to speak with residents of your complex or building(s)
who have not yet completed their questionnaire online or mailed back a completed
paper questionnaire. Residents can complete their questionnaire online anytime using
their Census ID. Please visit 2020census.gov to learn more about the 2020 Census.

¿Qué es el Censo del 2020?

¿Cómo podré identi car al entrevistador de la O cina del Censo?

El objetivo del censo es contar a todas las personas que viven en los Estados Unidos,
contarlas solo una vez y en el lugar correcto. La Sección 2 del Artículo 1 de la
Constitución de los EE. UU. estipula que este conteo de población y vivienda se lleve
a cabo cada 10 años. Los datos del censo ayudan a decidir cómo se distribuyen más
de $675 mil millones de fondos federales a los estados y a las comunidades cada
año.

What is the 2020 Census?
The goal of the census is to count every person living in the United States once, only once and
in the right place. Article I, Section 2 of the U.S. Constitution mandates that this population and
housing count occur every 10 years. Census data guide how more than $675 billion in federal
funding is distributed to states and communities each year.
Am I required to respond to the 2020 Census?
Yes, you are required by law to respond to the 2020 Census (Title 13, U.S. Code, Sections
141 and 193). We are conducting the 2020 Census under the authority of Title 13, U.S. Code,
Sections 141, 193 and 221. This collection of information has been approved by the Office of
Management and Budget (OMB). The eight-digit OMB approval number is XXXX-XXXX. If this
number were not displayed, we could not conduct the 2020 Census.
How long will my 2020 Census questionnaire take?
The Census Bureau estimates that completing the 2020 Census questionnaire will take
10 minutes on average.

By law, the Census Bureau can only use your responses to produce statistics.

Are my answers con dential and private?
Yes. The Census Bureau is required by law to protect your information (Title 13, U.S. Code,
Section 9). The Census Bureau is not permitted to publicly release your responses in a way that
could identify you or your household. Per the Federal Cybersecurity Enhancement Act of 2015,
your data are protected from cybersecurity risks through screening of the systems that transmit
your data. All web data submissions are encrypted in order to protect your privacy.
Title 13 of the U.S. Code protects the confidentiality of all your information. Violating the
confidentiality of a respondent is a federal crime with serious penalties, including a federal prison
sentence of up to five years, a fine of up to $250,000, or both. Only authorized individuals have
access to the stored data, and the information you provide to the Census Bureau may only be
used by a restricted number of authorized individuals who are sworn for life to protect the
confidentiality of your individual responses. Your answers cannot be used against you by any
government agency or court.
