46 USC 12302 describes the requirement to create a standard numbering system. 46 USC 6102 describes the requirement to provide statistics and recommendations based on a marine casualty reporting system. The collection of vessel registration data accomplishes this goal by creating a means to measure casualty rates. Registration data frequently serves as the denominator of fatality rates (usually expressed in x deaths per 100,000 registered vessels). The existence of registration data allows the Coast Guard to normalize data and provide meaningful statistics and recommendations for the National Recreational Boating Safety (RBS) Program. 46 U.S.C. 6102 and 46 12302 are the authorities for this collection.
