Short Statement: Adjustments were made based on a comment received and to reflect the most recent data available, increased postage and photocopy costs, and that most respondents would hire an attorney to file an administrative appeal. In addition, the number of respondents for the transfer applications was adjusted to show that both the transferor and transferee are respondents for each response.
