The mandatory Capital Assessments and Stress Testing (FR Y-14A/Q/M) are applicable to bank holding companies (BHCs) with total consolidated assets of $50 billion or more and U.S. intermediate holding companies (IHCs) established by foreign banking organizations under 12 CFR 252.153. This information collection is composed of the following three reports:
(1) The semi-annual FR Y-14A collects quantitative projections of balance sheet, income, losses, and capital across a range of macroeconomic scenarios and qualitative information on methodologies used to develop internal projections of capital across scenarios.
(2) The quarterly FR Y-14Q collects granular data on various asset classes, including loans, securities, and trading assets, and pre-provision net revenue (PPNR) for the reporting period.
(3) The monthly FR Y-14M is comprised of three retail portfolio- and loan-level collections, and one detailed address matching collection to supplement two of the portfolio and loan-level collections.
The FR Y-14A, FR Y-14Q, and FR Y-14M reports are used to support the Comprehensive Capital Analysis and Review (CCAR) exercise, supervisory stress test models, and continuous monitoring efforts.

The current total annual burden for the annual, quarterly, and monthly reporting requirements of this information collection is estimated to be 914,592 hours and, with the proposed revisions, would decrease by 56,454 hours, for a total of 858,138 hours, including 18,240 hours of ongoing automation burden. The current total annual burden hours for the FR Y-14A is estimated to be 82,580 hours and, with the proposed revisions, would decrease by 6,346 hours, for a total of 76,234 hours. The current total annual burden hours for the FR Y-14Q is estimated to be 219,552 hours and, with the proposed revisions, would decrease by 1,088 hours for a total of 218,464 hours. The current total annual burden hours for the FR Y-14M is estimated to be 560,940 hours and, with the proposed revisions, would decrease by 49,020 hours, for a total of 511,920 hours.
