Abstract: The DD Form 254, with its attachments, supplemental, and incorporated references, is the principal authorized means for providing security classification guidance to a U.S. contractor in connection with a classified contract. DoD Components, those non-DoD agencies with formal agreements with DoD for industrial security services and U.S. security cognizance by Defense Security Service (DSS) in the National Industrial Security Program use the DD Form 254. DSS uses completed DD Forms 254 in its oversight of cleared contractors.
