Abstract: NOAA operates two space-based data collection systems (DCS): the Geostationary Operational Environmental Satellite (GOES) DCS and the Argos DCS, flown on the Polar Orbiting Environmental Satellite (POES). NOAA allows users access to the DCS if they meet certain criteria. Applicants must submit information to ensure that they meet these criteria. NOAA does not approve agreements when commercial services are available that full users' requirements.

Average processing time was reduced to from 68 minutes to 30 minutes (based on re-implementation of DADDS, our web-based system from which we had moved away for a few years, and positive feedback from users; see Question 8 above).
