Abstract: Consumers may submit reports of harm involving the use of consumer products or other products or substances regulated by the CPSC and also allow manufacturers of such to comment on the reports of harm. The reports and comments would be part of a public database operated and maintained by the CPSC.

Short Statement: The decrease in burden is due primarily to the fact that the number of incoming reports of harm has decreased, and the number claims based on those reports has decreased as well. While comments did not decline significantly, they did shift to the more efficient online submission types. There was a large increase in small batch manufacturer activity, which has been rising steadily for years. However, this increase was not large enough to offset the decreases in other areas.
