Approved with updated terms: Before October 1, HHS/CDC will submit to OMB a detailed plan (including a timeline) for generating the empirical data necessary to a) calibrate the BRFSS 2017 state-level sexual identity prevalence estimates with respect to the NHIS results and b) inform BRFSS’ 2018 question development process. With respect to the latter, that would include cognitive work, preferably in conjunction with ASPE, NCHS, and the CMS Office of Minority Health on comparing the two versions of the gender identify questions featured in the GenIUSS Group report (the recommended and the promising) with respect to the version that BRFSS has been using. That work should include discussion with the Bureau of Justice Statistics, which has conducted cognitive testing and will launch gender identify questions on the National Crime Victimization Survey next month. With respect to the sexual orientation questions, we imagine that there are complementary analytic and data collection approaches that will be needed. These terms require that HHS/CDC consult with the OMB Interagency Working Group on Measuring Sexual Orientation and Gender Identity (Jennifer Park is the point of contact at OMB) in the developing analytic plan. NCHS and CMS OMH currently participate on the group, thus CDC's collaboration with them should also facilitate their engagement with the group. Empirical support for the SOGI measures for BRFSS 2018 collection must be submitted to OMB as part of the field test request for 2018.
Prior terms of clearance continue: CDC is encouraged to provide more leadership to the states in the area of question development, ensuring that the state decision process is informed by approaches available to maximize the value of their data. As a general matter, OMB recommends that national surveys: a) ensure that questions new have undergone rigorous cognitive testing, and, if additional testing is needed, it is desirable to coordinate such testing with other agencies who seek data on similar topics; and b) work in the direction of harmonizing, to the extent meaningful, question wording for core and rotating modules with question wording on the principle nationally-representative surveys on a given topic (e.g., the National Health Interview Survey, National Survey on Drug Use and Health, the Current Population Survey, the American Housing Survey, etc.). OMB requests that when BRFSS submits changes to the base questionnaire for approval under the PRA, they indicate how the proposed BRFSS questions compare to relevant questions in existing national surveys.

The BRFSS is a coordinated system of customized surveys conducted by U.S. states, territories, and the District of Columbia. Respondents are adults 18 years of age and older. The surveys produce state- or jurisdiction-level data about health-related risk behaviors, chronic health conditions, use of preventive services, and emerging health issues. Survey instruments are updated annually. This revision is to justify the addition of annual field tests.
Minor changes to due a field test needed before changes are formally incorporated into the CDC-sponsored core questions and optional modules on the BRFSS Core Survey.
