Part 11 contains rules and regulations providing for an emergency alert system (EAS). The EAS provides the President with the capability to provide immediate communications and information to the general public during periods of national emergency. The EAS also provides state and local governments and the National Weather Service with the capability to provide immediate communications and information to the general public concerning emergency situations posing a threat to life and property. The FCC conducted the first national test of the EAS on November 9, 2011. OMB has already approved FCC collection of testing materials because obtaining metrics on the viability of the system is crucial to maintaining its proper functioning. This proposed revision will streamline and update the State EAS Plan filing process by requiring State Emergency Communications Committees (SECCs) to file their Plans electronically in an online State EAS Plan filing system. The Commission also proposes to require EAS Participants to certify performance of required security measures and to report false alerts and lockouts.
