Abstract: Section 602(f) of the WARN Act requires that the Commission to "require by regulation technical testing for commercial mobile service providers that elect to transmit emergency alerts and for the devices and equipment used by such providers for transmitting such alerts." In its Commercial Mobile Alert System (CMAS) Second Report and Order, the Commission adopted rules requiring participating CMS providers to participate in required monthly testing and additional periodic testing of the interface between the Federal Alert Gateway and the participating CMS Provider Gateway. Participating CMS providers must keep an automated log of required monthly test messages received by the CMS Provider Gateway from the Federal Alert Gateway and must send an acknowledgement to the Federal Alert Gateway upon receipt of the periodic interface test messages. These testing requirements are consistent with the Commercial Mobile Service Alert Advisory Committee (CMSAAC) recommendations and CMS provider comments in the WARN Act proceeding. We now propose to require Participating CMS Providers to support State/Local WEA Testing and expanded alert logging requirements and seek comment on whether to require test reporting.
