Terms of Clearance: The Census Bureau shall include with the next ICR submission of the Manufacturers' Unfilled Orders Survey its plans for increasing its weighted response rate. Prior to the commencement of the Manufacturers' Unfilled Orders Survey distribution, the Census Bureau shall provide on its Internet site prominent links to the finalized survey, including instructions and cover letters, comparable to those provided for the 2012 Economic Census. The final survey and letters shall reflect any changes in the survey year, OMB number expiration date, and Census leadership from those submitted for review.

Abstract: This survey collects data on unfilled orders (order backlog) from manufacturing companies. The results are used to benchmark the unfilled orders estimates tabulated in the monthly Manufacturers' Shipments, Inventories and Orders (M3) Survey. Emphasis is placed on those industries that maintain unfilled orders as currently measured in the M3 Survey. The orders, as well as the shipments and inventory data, are valuable tools for analysts of business cycle conditions. The data are used by the Bureau of Economic Analysis, the Counsel of Economic Advisors, the Federal Reserve Board, the Conference Board and members of the business community such as the National Association of Manufacturers, Wall Street Journal, Market Watch and Bloomberg business analysts.
