The National Marine Fisheries Service (NMFS) would revise the existing economic data report (EDR) to become part of a new Trawl EDR Program to evaluate the economic effects of current and future groundfish and prohibited species catch (PSC) management measures for the Gulf of Alaska (GOA) trawl fisheries. This program would provide the Council with baseline information on affected harvesters, crew, processors, and communities in the GOA. The information would be used to assess the impacts of major changes in the groundfish management regime. The EDRs would be submitted by vessel owners and leaseholders of GOA trawl vessels, processors receiving deliveries from those trawl vessels, and Amendment 80 catcher/processors harvesting in the GOA and Bering Sea and Aleutian Islands Management Area (BSAI) The type of data collected may include labor information, revenues received, capital and operational expenses, and other operational or financial data. With this action, the Amendment 80 EDR would be revised to include information from the GOA and would be renamed.

This action combines the existing BSAI Amendment 80 EDR with a new GOA Groundfish Trawl Program. A few questions are added to discover information from the GOA. The resultant combined data would be used to establish a baseline for the broader trawl bycatch management program.
