On June 17, 2011, the Commission released the Telecommunication Relay Services and Speech-to-Speech Services for Individuals with Hearing and Speech Disabilities; Americans with Disabilities Act of 1990, CC Docket No. 98-67, CG Docket No. 10-123, Second Report and Order and Order on Reconsideration adopting additional requirements related to the substance and implementation of TRS mandatory minimum standards. In 47 CFR 64.604(a)(3), the Commission required TRS facilities to provide speed dialing functionality, that entails providers maintaining a list of telephone numbers, which imposes an annual recordkeeping requirement under the Paperwork Reduction Act (PRA).
