The Rural Energy for America Program, which supersedes the Renewable Energy Systems and Energy Efficiency Improvements Program under Title IX, Section 9006 of the Farm Security and Rural Investment Act of 2002, is designed to help agricultural producers and rural small business reduce energy cost and consumption, develop new income streams, and help meet the nation's critical energy needs by requiring the Secretary of Agriculture to provide grants and/or guaranteed loans for several types of projects.
This is a new information collection. However, the final rule addresses provisions currently covered in two approved burden packages – (1) 0570-0050 for 7 CFR part 4280, subpart B; and 0570-0059 for EA and REDA grants. The approved burden package 0570-0061 for renewable energy feasibility study grants will not be included in the combined burden totals. While reviewing the final rule the agency discovered that it had underestimated the burden figures.
Compared to the respondents in the two currently approved burden packages, the total number of respondents under the Final Rule is estimated to decrease from 3,667 to 2,025. This decrease is due to the reduction in funding for the program provided in the 2014 Farm Bill compared to the funding provided in the 2008 Farm Bill.
The total hours to respond are estimated to decrease from 379,906 hours to 112,401 hours. The total responses decreased by 67,671 from 110,580 to 42,909.
