Abstract: The Department of Housing and Urban Development procured this evaluation to explore how the larger grant amounts available through the RIF have changed program activities, impacts, and outcomes relative to the RHED. Of particular interest is the amount of resources leveraged through the RIF compared to the RHED, the effect of these enhanced resources on the long-term capacity of the grantee to promote rural housing and economic development, and the overall impact of the grants on the community.
